Tenants moving out early

I have tenants who have given notice and paid rent up to Dec 18th. This is when the tenancy agreement ends and I am happy with this date. They have said they are moving out this week (over 3 weeks early). They have not asked for any rent back and are happy to pay until Dec 18th. Am I legally correct in saying they are still liable for council tax, gas, utilities etc up to Dec 18th even though they are not living there? I don't think I should pay these as I cannot re-rent the property until after Dec 18th. Thanks
