Cats in HMO

I have an HMO with 5 tenants and 1 bathroom. I have taken on a tenant on 31 October 2015 on one of the RLA Assured Shorthold Tenancies and she has since brought a cat to live in the house which is causing terrible smells which other tenants are noticing, also tenants complaining of flea bites.

She has also been putting the cat litter down the toilet. Can you please advise as to best course of action. I would like to see her out of the house but not sure how this can be done short of 6 months. Also advice on managing the situation in the interim. I am half contemplating rubbish bins for the litter and flea spray for the cat until she can be moved out of the house. Helpful comments gratefully received.
