I have received a notice of intent to impose a penalty of £6000for failure to have an HMO license in March 2019. (In dispute as to whether there were 4 or 5 lodgers) The house is also now sold

I have requested witness statements, but informed that I cannot receive 3rd part information

I was provided with no Schedule 1: details and circumstances of the offence.

I was never questioned or asked to comment in any way on the investigation

I have been unable to find any solicitors who have the expertise and experience to help with my represntetaions.

Any advice please? Or recommendations for legal help in South Yorkshire
