Tenant denying access

I arranged for a gas safety inspection to be carried out at one of my properties. I gave the tenant more than a week's notice by informing him by a text message of my intention to have the work done. He has refused, saying that he will not allow this as he was not consulted beforehand and that he will not be at the premises . He has done the same before, using silly excuses and being very awkward for no good reason.

What rights do I have as a landlord to obtain access. Can I enter the premises and get the work done in his absence, having given him ample notice? Please let me know.
