Leaseholder Insurance Debt

I own the freehold of a converted house, I retain the 1st floor which is on an AST. The Ground floor is sold on a long lease. I insure the building, the lease obliges the lessee to pay half, yet she refuses and has never paid. I have ignored the situation for some time as she is extremely difficulty to deal with and the 200 a year was not worth the headache. However the debt is now over 1,000 and the principal needs to be established otherwise she will never pay. What is the best way forward and is there a limit as to the number of years back I can chase the debt.
