Council Inciting contempt of court

Can a council or council officer be brought before a court for inciting contempt of court? I raise this issue as a possession order is the court order demanding an action by the tenant ie vacant possession of a property. If as many council do advise tenants not to leave until the bailiff knock at the door are they not inciting contempt of court. If this is so are council officers who are members of a professional body not acting in such a manner to bring their institution into disrepute by inciting contempt of court?

Does any one have any views?
