Noise nuisance

Tenant A on ground floor flat is making noise in the early hours and waking tenants B who are on the lower ground flat.He is quite giant like and tends to stomp around.
It is an old house,but we have totally refurbished it with insulation between them.

Tenant A was sent a letter from us complaining about his noise 24 Jan saying clearly that it is an annoyance and a nuisance ,however he has carried on making noise around 6.30am which wakes others up.

In my previous email I told him it is annoying,a nuisance and a breach of his tenancy agreement.
He just does not seem to consider others.

Has anybody got good wording for another email to him a bit stronger,than the previous one without sounding too threatening but will make him stop the noise.
Or should we meet up with him and discuss it direct at rent collection time?
