Mould and Eviction

Hi Everyone,
I'm hoping someone can shed some light for me...
We have a tenant that lives in one of our semis (we own both and both we renovated at the same time)Unbeknown to us he allowed a company to inject the walls with damp proof course which since happening has caused damp issues in the property. We have had this issue before with other properties so as a matter of course we do not allow this to be done.
We have rectified all his issues as far as we were concerned until we emailed him to increase his rent, and sent him new TA. Since he has had this he is now complaining of damp and mould and citing his recent cancer scare as a result of the mould.
The house is a pig sty at best and he is refusing to sign the new TA until we do something. Are we better to evict before he signs new TA? Worried about retaliatory!
