Signing Prescribed Information

Hi,
I see on your guide to completing the Prescribed Information that you say the Landlord must sign the PI and NOT a Letting or Managing Agent. Specifically it says:

'The prescribed information must be signed by the landlord - not a managing or letting agent.'

Is this correct and when did it change?

What happens if the Landlord lives abroad for example which is a very common reason for appointing an Agent (Who is legally entitled to act as and on behalf of the Landlord)?
