Decking - who's responsibility?

Our tenant has complained that the decking in the back garden is rotten and needs replacing - they have not maintained it at all -every time we have gone to inspect the decking looked green, the teak garden furniture likewise. I know the tenant is responsible for the maintenance of the garden, but where does responsibility for the decking/garden furniture lie? When they took occupation two years ago it was in very good condition, its cedarwood, certainly not the cheap option, and it will be expensive to replace.
