Charging Fees for management of properties

I am currently taking over the management of my property portfolio from an agent and in doing so, looking for advice on whether I should implement a 'charging service' for the setting up and management of the properties. Looking on the RLA website it offers a checklist for this but I want to know if other landlords are enforcing this and if so, how do you claim the money from the tenant? I understand that sending letters for late payment of rent might be acceptable practice, but are landlords looking to charge for setting up continuation tenancies for tenants who are looking to renew and who are, on the whole, reliable and good tenants? Any advice would be appreciated
