Tenant disputing return of keys on inventory

We are in the process of completing an end of tenancy with our tenants. They have today returned some keys to the property us but some are missing in accordance with the inventory which was signed by the tenants on commencement of the tenancy.
We have asked that the remaining keys be returned or we will have to change the locks for which the cost will be passed on to them (standard practice I believe?). They have said they have returned all the keys they had in good faith. We have pointed out that they have not returned all the keys that they signed for on the inventory and they are in breach of the tenancy agreement by not doing so.
We have explained that it is obviously a security concern that unnacounted for keys are in circulation and we would have to change the locks otherwise our insurance will be invalidated.
The last we have heard from the tenants is 'Ok then see you in court'.
Any advice please?
