Including utilities with rent

I am finding more properties around me are providing gas and electricity with the rent and this is impacting me re-letting my property this year. So am looking at including the utilities in with the rent... I have looked into this and it appears that these are tax deductible so as long as I put in a fare usage clause it shouldn't actually cost me anything as I normally have an amount of tax which would easily cover the costs.

My question is am I correct? is it really that easy, in that as long as my tax costs cover the amount of the utilities it won't cost me anything!! I wasn't going to put up the rent to cover more of the utilities - are there any trip ups I am missing.
