Urgent Advice Please

Tenant issued with section 21 notice that expired today, tenant said that she will leave today, but unable to contact tenant not answering phone and neighbours say she has gone. My problem is that a window has been left wide open and there is heavy rain. I am concerned that damage will be done if the window is not closed. As the tenant has done a runner, I am also concerned that other problems are waiting for me. The tenant changed the lock, how can I legally gain access?
I might add that the neighbours have seen the window open and reported it to the management company.
