Notice of Subletting charge

My partner and I have had two rental properties for about 8 years. One of the properties is a flat within a larger development which is managed by a third party company. That company has recently added a 'notice of subletting' charge (90) to their service charge and ground rent invoice. We've never been charged this in the past, so why now? Can we refuse to pay it? It just feels like they are trying it on with yet 'another' charge.
