Letting agent advice query

We are letting out a property to three people who will be living in the property, husband, wife and one of their brothers. All are aged over 18.

The letting agents are insisting that we should only put two of the tenants names on the lease because if we were to add the third person then the landlord would be responsible for the council tax.

I want to have all three on the lease so that if sometime in the future I need to use Section 21, I could end up having a tenant who I could not evict.

Could someone please advise me as to whether the letting agents advice is correct and if so what would be the best way around this to cover myself where I could evict all three if I ever needed to.
