20 year old student named as joint tenant with mother

We have recently let a property to a lady with two mature sons. One of her sons is aged 20 and a full time student without income. The letting has been managed via an agent who has insisted in including the 20 year old son as a joint tenant with the mother. Is it correct that anyone over the age of 18 living in the property must be a party to the AST even if they are not earning?
