Previous landlord references

An essential part of checking on potential new tenants is a reference from the previous landlord. If this is through an agency it is easy, However with a private let how can I ascertain if the name given by the tenant is indeed the landlord? Also apart from sitting outside the tenant's current address or asking questions in the building and with neighbours, how can I check if the tenants were good? Payment of rent if by standing order is easy, I can check the tenant's bank statements. I am sure you can understand the position. A bad tenant and one who is in arrears, will not give the contact details of their current landlord, rather they would use a friend !! Homelet for instance say they take the information given on face value !!!! Is that what checks are all about??
