Council Tax Liability

Has anyone advice or experience of the following?
When a tenant terminates the assured shorthold tenancy I inform Council Tax ans provide the tenancy agreement as proof that the tenant is liable. Until today the Council has accepted this.
Today an email from the Council has challenged whether I agreed to the tenant ending the contract as I accepted the keys from the tenant.
The Council go on to ask me to "confirm if you intend to pursue the tenant for rent until the end of the tenancy .... if so please provide evidence of any action you have taken to actively collect the rent from the tenant".
