Freeholder - registration fee?

Hello - I own 2 Leasehold flats which I purchased as Buy to let. I do let them both. The freeholder is now asking me and all other owners letting for a £120 fee to 'register' our tenancy agreements. To be fair there is a clause in our headlease which says we should provide a copy of any sub tenancy agreements to the freeholder and pay an admin fee of 'not less than £30' to do so. My question is 'Is £120 a reasonable fee to charge for this registration'?
