Dear RLA,

I am just getting in touch as we have a house we rented to a tenant who sublet it and has now disappeared and not paid rent since July 2016.

The people he sublet to are now staying in the property rent free and have reported us for not having a HMO licence and Harrow have advised them they have AST rights and to stay and not pay any rent!

We have started to undertake the forms and get the EICR electric test done for the HMO whilst we wait for the NTQ to expire. However the occupiers have changed the locks and will not give access. Now the council are threatening prosecution.
Please can you advise?

Lastly, as the final insult the council have issued a council tax summons. Surely the occupiers should pay this if they have AST rights?!
