Withholding Tradesman Payment for Unsatisfactory Work

Dear Advice Team,

It has recently come to my attention that some repair work undertaken by one of the reqular tradesmen I use one whom I have previously trusted and paid promptly without first inspecting the work - I know, I know...! was and is unsatisfactory. The tradesmen concerned has refused to fully rectify his unsatisfactory work.

I have yet to pay a recent invoice from this same tradesmen. Would it be legal for me to withhold pro-rata part-payment of this recent invoice to pay for another tradesmen to perform the rectification works that the subject tradesman has declined to undertake?
