How often should a Landlord change a toilet seat.?

We have had some of ours for years with no problems

Toilet seat given new at tenancy start only a few months ago and inventory says all in good working order.

If it becomes loose through use who is responsible for repairing/adjusting,ie paying for call out .This could happen regularly with heavier tenants.

It is not fair wear and tear after only a few months and unfair to expect Landlord to pay for call outs.Shouldnt tenant pay for these adjustments?
We have paid already for someone to tighten it for them,but couple of weeks later they want it adjusted again or a new toilet seat

What is best way to handle this?

Would welcome comments as never dealt with this previously
