water leakage

i have a ground floor flat that has had constant problems with wet walls and water leaking in, i have paid for damp proofing,the property to be repointed etc.... it has come to light water keeps leaking through my property from the upstairs flat which is owned by the guy upstairs, on checking his property i can see all his plumbing is faulty and he has a wet room installed which is causing a lot of water to leak through. The guy upstairs is saying he can't afford to do any repairs to his plumbing so is refusing to do anything, there is no point in me doing anymore work to my property until his repairs are sorted, where do i stand if he refuses to get work done?, i am already losing a tenant due to this situation and will be unable to rent it out till it is resolved.
