Re Council charges for building on green space.

I recently purchased a plot of land from my Local Council, within the terms of sale was a clause for me the buyer to pay the councils legal fees which I did.
Prior to obtaining outline planning permission for two new properties (which I now have),the Council informed me of a charge of £3000.00 per plot due to it being on green space.
My council are now insisting that I pay their legal charges again to obtain a section 106 certificate.
Today they informed me that their legal fees would be £1000.00.
I immediately spoke to them and within the hour they came back to me with reduced fees of £500.00
I have no objection to paying the green space fee,but cannot see why I should have to pay their legal fees.
My question is, am I legally obliged to pay their fees or can I say I am prepared to pay the green site fees but not their legal fees.
Any experienced replies would be appreciated
