Why is an HMO classed as commercial?

I contacted British Gas to install a new supply and meter and I was informed it would be £635, I have now just been informed that because it is an HMO it is classed as commercial and it would cost between £4000 and £9000. Likewise I was informed I could get a grant from NEST Wales, the surveyor turned up today at 8am and informed me that there is no grant available because it is classed as commercial, this has taken them 2 weeks to come to this decision despite being informed it is an HMO.
