Non payment of electricity

I pay the electric and recharge my tenant at cost. He hasnt paid. I pay the bills on dd. Am i 1) allowed to arrange disconnection through Eon or 2) can i cut the supply at the mains? Its a flat and theres a locked cupboard where i can do that.

This is a classic tenant arrears situation where the chap has lost his cab operator licence and cant pay. So he has turned the blame on all his creditors. Including me.

Relationship is zero so i cant negotiate.

Comments welcome from practitioners. Please no moralistic rants ! Pretty please.
