We have a property in Whitechapel E1 divided into 5 self-contained one bedroom flats. Shall we require one landlord licence for the property as a whole, or 5 licences, one for each flat? The latter will be extremely expensive and is necessary every 5 years. We note that in Wales it is the landlord or his agent who is licensed, not the property. Does this apply in the U.K. as a whole? Thanks.
