additional unauthorised tenants

I've got a registered HMO for 5 persons.
There are are 5 tenants under 1 tenancy agreement.
I've been made aware that additional unauthorised people are living there.
There are no rent arrears.
There was a check-in inventory taken.
We are 80% through the AST.
I fear that the property is being over used and the carpets, as well as other items are being over used.
What is my course of action?
Does any one first recommend issuing a Court order upon one of the tenants for new carpets?
Do I carry out a during tenancy inventory?
Do I exercise the 2 months notice.
I fear Council enforcement, they are presently unaware, for over crowding but its not my fault.
What would be your plan of action?
