Access to tenants room by pest controller

Hi,

My tenant informed me that she has discovered cockroaches in her bedroom on 28/06/17. She said she required suitable notice before I went round with a pest controller.
I have given her 48 hours notice to attend on 02/07/17 and have suggested that I let myself in if she is not available.

She is yet to respond.

Do I have the right to enter her bedroom in this situation?
I am concerned that the pest controller may have a wasted journey if we are not granted access and the pests will multiply.

In addition, I am planning to serve a section 21 notice next week as the tenant is reaching the end of her tenancy agreement.
I need to ensure that she will not have a reason to contest the notice when it is served.
