I've had an ex-local authority house which was converted in to 2 separate flats 8 years ago. They have their own electric and gas meters and certificates, own front doors and pay their own council tax. And they also have separate EPC certificates. It is well known to the council that this property is 2 dwellings.

I recently applied for a Certificate of Lawfulness believing the period of time to be 4 years after conversion (this has been 8 years since it was converted)

All of the above in mind, the council have refused the certificate stating that the time is 10 years, everything I read it states 4. Can anyone shed some light on this for me please. I would like to appeal as I believe it is 4 years but just want some thoughts on the subject please.
