Identifying Source of Infestation

We lease a third floor flat in a small apartment block where our tenants are having recurrent cockroach problems despite their flat having previously been successfully attended by exterminators and their keeping the flat in a good state of cleanliness.

The issue that we are having is that while pest control is successful for a short period of time it is only temporary and the exterminators haven't been able to identify the source of infestation.

The exterminators offer a free service to identify the source of infestation and we have asked the management company for the building to arrange for access to all other flats so that such a check can be undertaken but we can't get them to agree to do this.

Can you please advise whether they are under any obligation to arrange this?

If we cannot identify the source of the infestation then we face the prospect of needing to arrange exterminators to attend on an ongoing basis without ever being able to address the source of the problem...

Would welcome your guidance please...
