Refusal to sign a tenancy agreement

Since my tenant signed his first two agreements he has always stated he was vacating and didn't want to get tied into another 6 months and wants it on a month by month.I didn't mind this for the first one but then realised that he has no intention of moving out anytime soon .I would feel more secure if we had a six month agreement is there anyway I can demand that he signs one as it worries me that although we get thee prescribed information we have no agreement to back up that he has been there if he vacates without paying services etc.
