Would or can you charge tenants a nominal fee (of say £5) to put out their bin for collection when they repeatedly don't do it despite written requests? It's resulted in complaints from neighbouring properties and rats. The charge is really to kick them into action. It's a block of flats and we have numbered the bins. So I was going to say that whichever numbered bins do not go out will be charged £5 each time.
