Is it a HMO?
If I rent a property to a couple who have a 'lodger' (permitted occupant under the lease, but not a 'Tenant'), is this a HMO.
2 'households' sharing kitchen (separate bathrooms)
I realise this does not make it licensable, even if an HMO, but would still like to know whether it is a HMO or not? If HMO (unlicensable), then what are the implications for the landlord?
