hi Just woundered if any one come across any thing like this

Brought 6 bed student flat in block of 12 18mths ago.Just recived a electric bill from managing agent for mar2006-mar2007 for 2400.00 which is a 1/12 share of the bill for the block!! WHY because apparently there is only one meter for the whole block. This has only just come to light. There is nothing in the lease nothing in the solicitors search and nothing in the service charges stating this. Each of the 12 flats were sold as indvidual properties each flat with its own lease. Cardiff council passed plans for the development. Is it usual planning practice to allow a multiunit development to have one meter? Any bright (sorry for the pun)ideas on this one.

ANY ADVICE

Thanks
