Tenant Refusing Access For Property Inspection

What can I do if my tenant is not responding to requests for access so that I can carry out a six monthly property inspection? The requirement for routine inspections is set out in the tenancy agreement. All window blinds at the property are permanently closed and if I suspect that the tenant has vacated without informing me, can I enter using my own key? The tenant does not respond to e-mails, voicemails, or text messages, although the rent is paid each month. A neighbour has complained to me about dog faeces in the yard and I need to have the area cleaned. Many thanks,
