Subletting without consent

My neighbours have informed me that my tenant has sublet one of the rooms he rents in my property to two gentlemen.

As this is a breach of the tenancy agreement can I serve a section 8 notice?

The history with this tenant is as follows:
Last July I served a section 21 notice as I discovered there were 4 people living in my 2 bedroom flat (all family members). The tenant took advice from the council and was told to stay put until I obtained a possession order.
Shortly thereafter he had a stroke so I took pity on him and increased the rent rather than pursue the section 21.

Based on this experience I think it is unlikely that the tenant will leave of his own accord.
Can I increase the rent again and serve a section 8 notice at the same time?
