Non Standard Lightfittings

Hi Can anyone advise regarding responsibility for changing lightbulbs in a non standard lightfitting. The property has flush fitting lights rather than standard bulb holders and two bulbs have gone, tenant advised he tried to change bulb but as it isn't a standard light fitting he isn't sure how to do it. Would this be Landlord responsibility or would the onus be on the tenant to pay for an electrician to change bulb if he can't figure it out.? All bulbs were noted as working at start of tenancy.
