Accessability of RLA courses

Am I the only one living in the westcountry who would like to go on several courses run by the RLA but are put off by the distance needed to travel to Bristol which is as close as the courses get? I have tried raising the problem but they don't seem to think is a problem. The time, travel costs and overnight accommodation plus the course costs make it prohibitively expensive. Is it a case of chicken and egg? Do the RLA think there is no call for the courses in this area and people from this area dont ask because they are never offered down here?
