Tenant dilemma!

My current tenants left unexpectedly after just one year. Money is tight because I have just had to pay my own leasehold landlord £2k for 'external decorations' to my own home. It has taken weeks for my management agency to get an offer on my buy-to-let flat. Now a mother and her two teenage daughters want to take the flat. Unfortunately, my landlord's licence from the local council states that the smaller ,second bedroom of the 2 bed flat is for a child under ten only. Breaking the terms if this licence could bring a massive fine and ban which could wipe me out. The prospective tenants seem happy with the bedroom space and the agency thinks it is all fine. I'm new to all this and it worries me a lot. Should I let these tenants go? Should I consult the council? All advice gratefully received.
