When is a house over occupied?

I have a 3 bedroomed house that has been successfully let out to the same tenants for 5 years. They started of as a couple with one young child, then had another, and now have twins. All the children are the same sex, and presently are aged around 12, 4 and the new twins are less than a year old.
Obviously, the house will get a bit crowded once the twin babies start to grow.
I am concerned that we may now be approaching an issue of too many people trying to live in one house, and do not want to fall foul of the law.
At what point would it be deemed overcrowded ?
Is this covered by legislation?
The tenants are great, and we would like them to stay if it is possible within any rules that may apply
All advice gratefully received
