The RLA's & HSE guidelines state that water must leave taps at 50 degrees temperature after being run for a minute but the building regulations for new builds require that water for bath taps must be limited to 48 degrees, ideally at 44 to 46 degrees.

Is there a discrepancy or am I misreading/misunderstanding something?
