Electricity meters

I have been advised that the meters in the three flats I rent out are in need of updating. Is it better to install pre-payment (card) meters for each flat, so that the tenant is responsible for their electricity, or simply get the supplier (such as Npower), to bill each tenant seperately. Also, does anyone know whether any of the suppliers do not charge for converting the meters?
