council tax on empty premises

I had two flats, in Liverpool, rendered uninhabitable by the tenants. They are at present empty undergoing major remedial work. The council have told me that the full council tax must be paid whilst this work is proceeding. They stated that the roof would have to be off for them to accept that the properties are not habitable.
Is this correct, reasonable or legal.
