New Agent charging for an existing AST

I have a friend whose rented flat was recently taken over by a different agency.

She has to present an up-to-date tenancy agreement to DWP and only has the one in the name of the previous agent.

She has asked the new agent for a new tenancy agreement with the new agent's name on it as she pays rent to them. They have said they will charge her for it.

Q1. Is this legal? Can they charge her for updating the tenancy agreement?
