Water Bill

My tenant has recently recieved a very high water bill.
The property is on a water meter and the tenant was told that there must be a leak on the house side of the meter and they are liable to pay.
On examination it came to light that the toilet cistern ball valve was not shutting off and therefore there has been, for a few months, a constant trickle of water being wasted straight into the drain.

As the landlord do I have any responsability to pay towards the wasted water??
