Security of student tenants

Hi, my daughter is a student at Lincoln Uni in privetly rented accommodation. There are 5 flats in a converted pub with a courtyard in the centre. The courtyard has no security gates and is a haven for the local drug takers and drunks to get off the streets. On numerous occasions late at night the flat doors are banged/kick on and access to the flats is attempted by these individuals.
My question is... Has the landlord a legal obligation to secure the courtyard and thus prevent this harassment/intimidation of his tenants, bearing in mind these are mainly female students? The police have been called out numerous times and once the individuals are removed no further action is taken.
