Communal room sizes for HMO property

Good morning,

I am in the process of preparing my properties for the new licensing that is coming into affect in October. I have searched everywhere but cannot find a definitive answer to what the required room size must be for a lounge/living space and whether conservatories are acceptable in this instance?

I have a 5 bed student property. The dining room that is approx. 8m2 and a conservatory of approx. 12m2. I have seen that communal area's, including kitchen need to be 18m2 total for a house of 5, however I have also been told some councils do not accept conservatories as communal living spaces? Our conservatory does have a central heating radiator to ensure it is warm enough during winter, but I would really appreciate any advice on this situation.
