HMO regulations on bin storage

Do the new HMO regulations shortly to be introduced mandate any specific storage requirements for bins? I provide a number of sturdy plastic bins for tenants, I have enquired with the tenants and they have confirmed the number of bins is more than adequate and they are never in a situation where all bins are full before the council collection days. The bins are located on a patio in the rear garden and providing the tenants remember to replace the bin lids I am confident they are sturdy enough to ensure foxes and cats cannot gain access to the refuse bags, I am not aware of any incidents of that nature anyway. I understand one of the objectives of the revision to HMO licencing is to ensure landlords provide sufficient refuse storage facilities but do I have to house the bins in something or are they OK on the patio in the garden?
